Announcement: MP Caputo and MP Kibble to Observe Brock’s Parole Hearing the Day Bill C-225 Passed (June 17, 2026)
MP Jeff Kibble and MP Frank Caputo, Canada’s Shadow Minister of Public Safety, highlighted the relevance of our mother’s case to the recently passed Bailey’s Law (Bill C-225), which has now received Royal Assent and become law.
This legislation represents an important step forward in Canada’s response to intimate partner violence by strengthening protections for victims and reinforcing accountability for offenders. Brock killed two intimate partners; both murders would now be treated as first-degree murder.

Brock Graham’s Day Parole Approved (June 23, 2026)

Parole Update – June 23, 2026
On June 23, 2026, the Parole Board of Canada granted Brock Joseph William Graham six months of Day Parole, effective upon the availability of a bed at an approved Community-Based Residential Facility without issuing any public alerts or broad announcements of his release.

Through supporting those victims, I became aware of major gaps in several justice and public safety systems leading to secondary victimization. As our family is now participating in the parole release of our mother’s killer, I have a newfound personal experience of what it feels like to be ‘stuck’ in a system that does not give equal weight to victims throughout the process. An interview with David Wood on his podcast about forgiving my mother’s killer.
People often ask what forgiveness means in a case like ours. For me, forgiveness was never about excusing what happened or diminishing the loss of my mother. It was something I chose for my own healing.
Over the years, I have found compassion, but compassion does not replace accountability. Nearly 30 years later, while I continue to advocate for Restorative Justice, I still do not believe Brock Graham can be safely released into the community.
It’s an interesting story how this interview came about. While flying home from the Parents of Murdered Children Homicide Survivors Conference in Phoenix, the passenger sitting beside me happened to know David and introduced us. I’m grateful that connection led to this thoughtful conversation.
