The Political Debate Begins…
Nearly 30 years later, our family continues to ask one question:
Who was supposed to warn Patricia Grace Ducharme before she was murdered?
While our family’s immediate concern at this time is about public safety for all Canadians regarding Brock’s parole status, we also question whether public authorities had information indicating he posed a serious risk and whether they had a duty to warn and protect our mother before her death.
Brock Graham was a prime suspect in the previous Lynn Duggan murder and was convicted for weapons charges and threatening undercover surveillance team members and Brock Graham was under surveillance while living with our mother, Patricia Grace Ducharme.
BUT, that warning never came from the Royal Canadian Mounted Police or the VPD Vancouver Police Department
As a result, our family believes Patricia Grace Ducharme was denied the opportunity to make an informed decision about her own safety and that this failure contributed to her wrongful and negligent death. Similar to what is happening with Brock’s current parole hearing status and the public being unaware of his release.
This is about more than one family or one tragic case. It is about public safety, accountability, transparency, and ensuring that no other family experiences what ours has endured. This is why MP Frank Caputo and MP Jeff Kibble are so appreciated!
Now, the word is out.
We remain committed to seeking answers, promoting victims’ rights, and advocating for meaningful change so that future lives can be protected.
Bill C-225 Passed while Brock Graham is being Released!

MP Jeff Kibble and MP Frank Caputo, Canada’s Shadow Minister of Public Safety, introduce the relevance of our mother’s case to the recently passed Bailey’s Law (Bill C-225), which has now received Royal Assent and become law.
This legislation represents an important step forward in Canada’s response to intimate partner violence by strengthening protections for victims and reinforcing accountability for offenders. Brock killed two intimate partners; both murders that would now be treated as first-degree murder.

Testifying as an expert witness in the House of Commons Justice & Human Rights Committee, resulting in helping 4,000 families per year for parents of murdered and missing children to receive 2 years bereavement leave (replacing the existing 3 days bereavement leave).
